in s_examples/global_oce_latlon, use a local makefile to get updated parameter files from MITgcm

Two improvements:
- the manual build now works on a "dirty" (post-verification-runs)
source tree
- various small fixes to the manual (mostly Y. Hu's comments)
These are initial changes made so that the mitgcm.org web site, LaTeX documentation, HTML code browser, etc. will build on a relatively stock RH 9 system.
Removed -Ppdf on dvips since it does bad things to fonts.
