Mods to HEAD from June 14 2006 that support up to 3800 tracers without
changing from two character tracer rank label. Tracer rank is changed
to be a sequence 01-99,0a..9Z,a0...ZZ. The output file names and diags labels
for runs with 99 or less tracers should not be changed.
