New verification experiment to run exf and/or seaice as stand-alone;
input is atmospheric state and SST field
o only routine in mods/ is the_main_loop
o monitor output tricked to enable testreport to probe
  exf fluxes and seaice state
results/ output to change soon to account for
1. realistic SST field
2. no interpolation in time (unique field at each timestep)
3. precision on faulks
