Added matlab and scripts directories:
 o matlab contains rdmeta.m and rdmds.m, scripts for reading model
   output directly into Matlab
 o scripts contains joinds, Zhangfan's post-processing script for
   joining processor-based model output
   and joinmds, a place-holder (ie. hack) post-processing script that
   joins tiled-based model output
