non DEVEL: remove "-W0 -WB" from FFLAGS; DEVEL: add "-warn nounused" (to reduce
 Nb of warnings) and comment out few other flags.
CFLAGS: reduce optimisation (not much to optimise anyway in MITgcm C-routines)
also set GET_FC_VERSION
