Adding new package: pkg/seaice
Sea ice model by D. Menemenlis (JPL) and Jinlun Zhang (Seattle).
  The sea-ice code is based on Hibler (1979-1980).
  Two sea-ice dynamic solvers, ADI and LSR, are included.
