Cosmetic changes
o load seiace/thsice info into fice array even if not using periodic forcing. Also update to use gchem_forcing period/cycle.
o change Qsw: if using seaice or thsice, ice fraction is already taken into account o clean up seaice/thsice common blocks.
use a stardard way to compute coeff. for time interpolation (like in external_fields_load.F or bulkf_fields_load.F): make results less dependent on compiler or platform.
split PTRACERS.h in 2 header files: PTRACERS_FIELDS.h & PTRACERS_PARAMS.h ; comment out some #include PTRACERS_* that don't seem necessary.
- dic_fields_load.F: remove exchanges, reorder IFs and DOs, remove limit on FIce. - remove useless loading of pLoad in o2_surfforcing.F
fix USE_PLOAD (pLoad from atm. model is an anomaly)
o clean up pkg/dic. o if using THSICE then use isemask for fice (still need to do this for other sea-ice packages)
o add compile time flag (PAR_FROMSW) so that PAR needed in dic code is taken from Qsw (rather than insol algorithm or read from file). Also add some stop statements if silly combinations are attempted.
o move default values for dic forcing fields (eg. wind speed) to beginning of run (not at every timestep). (called from packages_init_variable.F)
- all threads call I/0 S/R (needed for singleCPUIO to work in multi-threaded)
o change which common block "WIND" is in, and where piston velocity (pisvel) is calcuated. Easier for coupling to atmsopheric model.
o add additional switches MINFE - to limit amount of free iron

max number of passive tracers is now defined in PTRACERS_SIZE.h
