o Added pkg/sbo for computing IERS Special Bureau for the Oceans
  (SBO) core products, including oceanic mass, center-of-mass,

o Lower bound for viscosity/diffusivity in pkg/kpp/kpp_routines.F
  to avoid negative values in shallow regions.
